Dr. Lisa S. Vosper, CWD: The Collaboration Queen and Trailblazer in Workforce and Higher Education


Dr. Lisa S. Vosper, affectionately known as “The Collaboration Queen,” is a distinguished leader, educator, and workforce development expert with over 27 years of service at the Louisiana Board of Regents. She currently serves as the Senior Associate Commissioner for Workforce, Education, Collaboration, and Engagement, where she drives strategic initiatives aligning education and workforce development across Louisiana and beyond.
A Multifaceted Career of Service and Innovation
Dr. Vosper’s diverse career spans roles as a legislative assistant, seventh-grade English teacher, drop-out prevention counselor, community college instructor, and transformational coach. She has also contributed to global evangelistic efforts, coordinated regional workforce initiatives, and served as an executive on loan to the Louisiana Workforce Commission.
In her role at the Louisiana Board of Regents, Dr. Vosper spearheaded transformative projects, including the establishment of Louisiana’s Career Readiness Certificate and the coordination of curriculum development for Baton Rouge Community College. Her efforts culminated in the consummation of articulation and transfer agreements between BRCC and other state colleges and universities. Her leadership earned her a place on ACT’s National Board of Advisors for Workforce Development, guiding the development of the National Career Readiness Certificate.

Dr. Vosper’s trailblazing contributions have garnered numerous honors. She was a member of First Lady Michelle Obama’s Reach Higher Initiative team representing Louisiana and was featured as a “Trailblazer in Higher Education” by the Louisiana Association of Women in Higher Education (LAWHE). She has represented Southern University globally, contributing to policy development in China and Africa on education-workforce alignment.
Her gubernatorial appointments include service on the transition teams and advisory councils for Governors Kathleen Blanco, Bobby Jindal, and John Bel Edwards, where she influenced policy on workforce and economic development. Dr. Vosper also serves as the Chair of the Louisiana Association of Women in Higher Education, which she recently relaunched, and is the current Chair of the U.S. Army’s Grassroots Advisory Council.
