Teaching Beyond the Classroom: The Enduring Legacy of Dr. Phyllis D. Combs

Leadership often begins with a simple act of service—and for Dr. Phyllis D. Combs, that act was saying “yes” to teaching overseas while stationed with the U.S. military in Germany. What began as a temporary role at the request of a Battalion Commander would become the foundation of a lifelong journey in education, advocacy, and transformative leadership.

A native of Dayton, Ohio, Dr. Combs grew up understanding the power of education. With a double major in elementary and special education from Bowling Green State University, and a Master of Science in Educational Administration from the University of Dayton, she was well-equipped to lead—but it was her experience with students, families, and community members that truly shaped her approach. Her leadership style reflects the core values she holds dear: equity, compassion, and perseverance.

“I didn’t choose leadership for recognition—I chose it because I wanted to make a difference in the lives of students who often felt unseen,” says Dr. Combs. That calling was most evident during her 35-year tenure at Dayton Public Schools. She wore many hats—Special Education Teacher, Work-Study Coordinator, Principal, and Director of State & Federal Programs—but each role had a unifying goal: ensuring that every student had access to quality education and the resources to thrive.

As Principal of Paul Laurence Dunbar High School and Assistant Principal at several middle and elementary schools, Dr. Combs brought structure, support, and empathy to schools serving some of Dayton’s most vulnerable populations. Yet perhaps her most complex challenge was managing multi-million dollar grants as the district’s Director of State & Federal Programs. In this capacity, she was responsible for writing and overseeing grants that supported 26 public schools, multiple private institutions, juvenile detention centers, and youth shelters. “That role stretched me,” she reflects. “But it also showed me how essential funding is to equity in education.”

Her legacy extends far beyond spreadsheets and classrooms. As an active member of Delta Sigma Theta Sorority, Incorporated, Dr. Combs served on committees focused on voter registration, senior outreach, and mentoring school-aged girls. Her dedication to community advocacy has left lasting impacts across generations—particularly among students with disabilities and those at risk of falling through the cracks. Her current role as an Intervention Specialist in Huber Heights City Schools continues that commitment, allowing her to work directly with students and families who benefit from her expertise and compassion.

Leadership, Dr. Combs insists, isn’t about titles—it’s about service. “You must meet people where they are and be willing to walk with them toward growth,” she says. She credits mentors throughout her career—fellow educators, community leaders, and even students themselves—for shaping her journey and reminding her of the power of presence.

Her advice to aspiring leaders is simple yet profound: “Be consistent in your compassion. Don’t just teach content—teach character. And always fight for the voiceless.” She urges readers to lean into their challenges as opportunities to innovate and inspire.

Now, as she reflects on a decades-long career that spans military service, school leadership, policy development, and community outreach, Dr. Combs remains future-focused. Her goal is to continue mentoring educators, advocating for equity, and contributing to conversations that shape inclusive education systems.

Dr. Phyllis D. Combs is a seasoned educator, community advocate, and leader in special education and school administration. A Dayton, Ohio native, she holds a Bachelor of Science in Elementary and Special Education from Bowling Green State University, a Master’s in Educational Administration from the University of Dayton, and completed advanced studies at Harvard University’s Graduate Educational Leadership Institute. Over her 35-year career with Dayton Public Schools, she served in numerous leadership roles, including Principal and Director of State & Federal Programs.
